In the past, producers were responsible for producing products with easy-to-recycle material structures up to the point in time when the products are sold.
Consumers were then responsible for the waste generated after use. However, under the EPR system, the producers are responsible for recycling the waste generated after use.
Under this system, manufacturers or importers pay for waste-processing costs for products, materials, and containers that contain toxic substances,
are difficult to recycle, or may cause issues in waste management. This is done to suppress waste and prevent wasted resources.

(1) What are unprocessed wooden packaging materials? (Scope of regulation) These include pallets, packaging, and wooden supports used to transport
products in international trade, which are manufactured with unprocessed fresh wood. Therefore, processed materials, such as plywood and MDF, plastic,
and paper are not included.
(2) What is the reason behind the regulation? This is done to protect each nation's forests by preventing insect infections.
